Owner’s Project Manager – Construction
The Estonian Parliament (Riigikogu) has adopted the Nuclear Energy and Safety Act, and the Government has initiated the national designated spatial plan for a 600 MWe nuclear power plant in Lääne-Viru and Ida-Viru counties, where the local municipalities wish to take part in the planning. Together with its international partners Samsung C&T, GE Hitachi Vernova Nuclear Energy (GVH) and OPG, Fermi Energia is preparing the construction programme. We are looking for a project manager for construction to join our team, who will represent Fermi’s interests during the development phase and be responsible for project planning, budgeting and partner coordination.
Key responsibilities (development-phase focus)
This is not a main contractor’s on-site management role, but an owner’s representative role aimed at ensuring the successful preparation of the project and the protection of the owner’s interests.
- Project planning and cost estimation – further developing and refining the project schedule and budget; monitoring and controlling schedule and budget; risk and change management; cost estimation in cooperation with local construction partners so estimates reflect the Estonian market reality.
- Contract development and administration – preparing, negotiating and administering project contracts from the owner’s side (EPC / FIDIC framework).
- Site Readiness Program – developing and executing the program.
- Partner communication and negotiation – day-to-day communication and negotiation with the EPC contractor (Samsung C&T), technology supplier (GVH) and other partners; holding a single, consistent owner’s position.
Added in later phases: independent contractor oversight (Primavera P6 and cost-estimate verification), quality and safety assurance, and reporting to the board.
Candidate requirements
Essential
- Proven experience planning and delivering a large energy or industrial (EPC) project on the owner’s / client side
- Experience managing schedule, budget and project-control processes on large-scale projects (familiarity with project-management software - Primavera P6 or similar, EVM, critical-path analysis, cost-risk management).
- Knowledge of EPC / FIDIC contracts in the owner’s role.
- Independence and backbone – the ability to give a reasoned “no” to the contractor and defend the owner’s interests.
- Fluent English.
- Higher education in engineering, construction or energy.
Strong advantage
- Experience in the development or construction phase of a nuclear, energy or other large-scale infrastructure project of at least EUR 100M.
- Familiarity with nuclear quality and safety culture.
- Experience in an international, multicultural environment and reporting to a board. Estonian language skills (an asset).
